INDICATORS FOR EVALUATING THE EFFECTIVENESS OF FIRE PREVENTION MEASURES

This article examines issues related to evaluating the effectiveness of preventive measures aimed at fire prevention. It argues that assessing fire prevention effectiveness solely based on the number of fires that have occurred is insufficient. Therefore, a comprehensive approach utilizing both proactive indicators and those reflecting final outcomes is proposed for evaluating the results of preventive activities. Key preventive indicators identified include fire safety inspections, the rectification of identified deficiencies, personnel training, the operational status of automatic fire alarm systems and primary fire-extinguishing equipment, the effectiveness of evacuation drills, and the handling of reports regarding fire hazards. Additionally, outcome-based indicators—such as fire frequency, material damage, the number of casualties, and fire detection time—are analyzed. A method for calculating an integral index to comprehensively assess the effectiveness of preventive measures has been developed. The proposed system of indicators enables the management of fire safety within organizations, the identification of existing risks, and the improvement of preventive measures.
