Abstract

Water resources management is a process that encourages integration between the development and management of water, land, and other resources. It aims to maximize socio-economic well-being and maintain ecosystem sustainability. Water resource management reform is one of the important actions to address poverty alleviation, food and energy security, and conservation of natural resources. This paper aims to study and analyze more deeply the integrated management of water resources. The goal of national development is the creation of a just and prosperous society based on economic democracy. The national development objective also develops an integrated and sustainable water resource management system that is based on an equitable order mechanism. This is intended to fulfill the people's basic needs for water. This is a legal research method by using conceptual, statute, and historical approaches. The result of the study can be concluded from political and economic factors as the main trigger for the birth of a new law. Legal policies should have adopted the five pillars of statehood to realize the welfare of the people namely; Democracy, Rule of Law, Protection of Human Rights, Social Justice and Anti Discrimination. The contribution of this paper is to provide recommendations to the executive and legislative branches, namely institutions that have the authority to make laws, to issue laws that have futuristic values and are willing to carry out aspirations of the people. More important than all of these characteristics is that a good law is a law that can solve the problems of the people.
