Abstract
In the modern world, global qualitative changes are taking place, generated by the achievements of science and technology of the last decades. The ongoing changes mean, according to the famous Russian economist S.Yu. Glazyev, the formation of a new technological order, which is currently entering the growth phase, and the transition of the economy to the long wave of Kondratyev [2, 42 p.]. Effective R&D and the quality of society's human potential become the key factors for success and ensuring competitive advantages in economic competition.
